Partners

The Africa Stockpiles Programme is a multi-stakeholder initiative, a partnership comprising Non-Governmental Organizations (NGOs), United Nations (UN) specialized entities, international organizations and the private sector. The Implementation Committee of the ASP, also known as ASPIC, consists of: CropLife International (CLI); the Food and Agriculture Organization (FAO); Pestcide Action Network (PAN); WWF and the World Bank. The roles of each of these Partners is specialised, sharing their knowledge and expertise in fields such as programme management, strategic analysis, inventory, safeguarding, capacity building, communications, and awareness raising. As the programme develops further, additional partners may be recruited and their respective roles established.

CLI

 

 

 

CropLife International is a founding partner in the ASP and has actively participated in the development of the programme since 2000.  CropLife currently participates as an ‘active donor’, providing funding directly to participating countries for technical assistance and obsolete stock disposal costs. CLI also manages a Safeguarding project, which is outside of ASP-phase 1, but within the overall ASP. CropLife is also an implementing partner providing project planning, management and technical expertise as a member of the ASPIC.

FAO

 

 

 

The FAO hosts the Technical Support Unit (TSU). The mandate of the TSU is to:

  • Provide technical advice and oversight of ASP implementation at country and programme level
  • Provide focused technical support in conjunction with project management units (PMUs) in the implementation and execution of country project components
  • Coordinate appropriate response and ensure timely delivery of technical and financial assistance of partners and donors to countries participating in the ASP
  • Provide assistance to countries in the drafting of project proposals related to but not covered by the ASP project and find bi-lateral/alternate donors to support these

PAN Africa and PAN UK

The Pesticide Action Network’s (PAN) - UK and PAN Africa’s major role is to promote and facilitate NGO involvement in the ASP at country level.

 

  • Provides support to develop NGO networks in participating countries to ensure ongoing engagement and involvement ;
  • Builds capacity through training workshops and support in following up previous trainings;
  • Supports NGOs to monitor pesticide impacts in ASP-P1 countries; and
  • Provides information and resources for effective NGO involvement.

World Bank

 

 

 

The role of the World Bank is to manage the relevant trust funds and supervise the preparation and implementation of activities funded through grant agreements for the seven countries, WWF and PAN-UK.  The Bank ensures compliance to all fiduciary requirements as per grant agreements.  The World Bank also report to donors, establishes new trust funds and negotiates grant agreements, and supports the development of ASP-P2. It leads the search for additional and further funding.

The WB organises all joint supervision missions, associating ASPIC partners. These missions are conducted twice per year in each country in order to monitor progress in implementation and update work plans, and monitor procurement, implementation and disbursement. They also review financial statements and reports, assess compliance with loan covenant including those related to environmental and social safeguards, assess risks to successful implementation and make recommendations.

WWF

 

 

 

WWF is a founding partner of the ASP. Within the ASP partnership, WWF is responsible for cross cutting activities that include engagement of civil society organisations in the programme, outreach to relevant stakeholders, advocacy, communications and conducting studies. Activities being executed by WWF under the project include:

  • Support to development and implementation of national ASP communication strategies in participating  countries,
  • Policy Advocacy and Awareness Raising – particularly with producer associations, farmers associations and professional and scientific organisations,
  • Strategic Studies,
  • Programme knowledge and website management
